How to read fallback values
Most rows use direct public ACS ZIP/ZCTA data. Rows marked as fallback use public ZIP-to-tract crosswalks and ACS tract data where direct ZIP-level data is missing. Treat fallback rows as estimated/lower-confidence evidence.

Coverage check
This review includes all 114 public GeoNames ZIPs in the current Meta-targeted counties: Kenosha, Milwaukee, Racine, and Waukesha. No ZIPs from those current geo targets are missing. Every ZIP has a default Keep or Remove/Exclude recommendation; five low-confidence rows have no usable public income/Medicaid metric and default to Remove/Exclude.
